Grants Pass man, Cave Junction woman arrested after officer clings to fleeing vehicle
RED BLUFF, Calif. — A Grants Pass man is being held on $2 million bail in the Tehama, California, County Jail after police say he and a Cave Junction woman were involved in a kidnap-for-ransom plot and subsequent altercation Saturday with a Red Bluff police officer. David Brian Scott, 45, of Grants Pass is charged with attempted murder, kidnapping and resisting arrest. Kristina Queen, 23, of Cave Junction was arrested and booked on a charge of kidnapping. A 30-year-old unidentified Oregon man was allegedly kidnapped and was being held for ransom, according to Sgt. Ruben Murgia of the Red Bluff Police Department. Authorities were tipped off that the victim was being driven to Red Bluff to be released in exchange for a ransom payment. Just after 11 a.m. Saturday, Red Bluff police officers looking for the vehicle they say was involved in the kidnapping located it near an Interstate 5 interchange on Adobe Road in Red Bluff. Police pulled the vehicle over, but Scott sped away with a police officer holding onto the side of the vehicle. Murgia said the officer was able to stand on the running boards of the vehicle for roughly 400 feet as Scott neared 50 mph and swerved repeatedly to try to knock the officer to the roadway. As the vehicle approached Interstate 5, Murgia said, the officer, while still on the running boards, pointed his handgun at Scott and ordered him to stop. Before the vehicle reached the freeway, Scott stopped the vehicle and attempted to flee on foot, Murgia said, but he was apprehended. Following an investigation, authorities determined that Scott had exchanged the kidnapping victim for ransom just as officers arrived in the area. Investigators concluded that Queen, who was a passenger in the vehicle, was also involved in the kidnapping. KRCR-TV of Redding said Queen was booked into the Tehama County Jail on bail of $50,000, but a deputy at the jail said at 8 p.m. Sunday that Queen was no longer in custody. An employee at a Starbucks with a view of the Adobe Road interchange said the vehicle driven by Scott was stopped just before the entrance to the I-5 on-ramp and that the scene was investigated by law enforcement officers for at least two hours. Red Bluff police said the FBI and the California Highway Patrol assisted in the investigation. Scott and two law enforcement officers received minor injuries, Murgia said. Red Bluff police did not release any further information about the victim, and a message left for the department's on-duty supervisor was not immediately returned. |
